Soo-won, Archer, Xie Lian, and Ochako were part of the expedition that yielded the note. They inadvertently fought each other in pairs; some of them died more than once.
[Just as the last word leaves his mouth, it happens. Where it does is hard to say when the two of them have been relatively still for the encounter. But a bubble somewhere does pop.
In a beautiful city that shines beneath the moonlight, a man speaks to Rufus and his party.
"I'm on nobody's side. I don't plan to become a royalist. If it means achieving my goal, I can be a spy for everyone."
"What's your goal?" ask a girl.
"In a word . . . peace?"
Rufus scoffs. "That's the most ridiculous thing I've heard today."
"It's sad that you just looked down on my value. I don't have time for a serious discussion. You only have 30 minutes." The memory fades out, then back in as it skips and continues. "It's a shortcut to the Tower of Memories—a place where the memories and consciousness of the dead are stored."
The memory skips again, this time settling on Rufus, who asks, "Is this your attempt at controlling us for your plan?"
"It's all right," says the man. "This is . . . nothing more than an act of kindness for the sons of my friend. When I first saw you two, I knew that you were his children."
"Are you going to deny that you're his son when the same blue flames as your father, Legis, burn within your chest?"
Rufus is quiet.
"I, I don't have a father," stammers the boy.
"Seeing as I don't have blue flames, I must not be his son. How fortunate," says Rufus, blandly.
"Hey, that's not what I mean." The man looks between Rufus and the boy. "I guess things are still awkward between you two. You guys take care of your business."]
[ I'M IN TEARS. she doesn't remember blue flames being associated with demons since her memory is swiss cheese but it's fine. it doesn't stop her taking it all in and....wondering what it all actually meant. there's something happening here that's beyond the scope of the memory and.
well... tower of memories, was it? that's interesting. she doubts that it's related to what is happening here but you never know, right? though, is rufus and that other guy towards the end brothers..? they hardly look the same but that doesn't mean anything even if she has only met siblings whose family resemblance was striking. ...right?hm. ]
Do you remember more about that Tower of Memories?
[He doesn't answer straightaway. It would be nice to move on from a memory once it's been viewed, but few conversations have gone this way since all of this began.]
. . . It's as he said. The sins of mortals are judged after death; in order for that process to take place, the tower removes and stores their memories.
[ sorry rufus, but at least izumo won't dig too deeply as a general kindness. brothers tho....she'll just pocket that (while i, naru, weep about how she can't comment on the blue flame.) ]
Huh, that's an interesting concept. Anything happen to those who are deemed "sinful", rather, is there some kind of threshold for it?
[ and because this is a memshare where both parties should be sharing something...pop. here goes a bubble where rufus can see an...interesting memory? ]

That's interesting; thanks.
You're actually actually quite helpful when you want to be.

But those who've committed sins are made to serve their sentences before they reincarnate.

[ she'll hum thoughtfully for a moment. ]
A system like that kind of makes sense to me. I just hope it's better than the system we find ourselves with here.

At the very least, there are no removals involved.
